Vintage 1930s Evening Gown, Black Tulips with Silver Sparkle, 38 inch bust, damaged

MEASUREMENTS: The gown is 56 inches long, fits 38 inch bust, 31 inch waist, 40 inch hips
MATERIAL: rayon and metallic thread

Long black gown with silver shimmer to it. Bright tulips in pink, blue, green, white and grey. The fabric is gathered from the shoulders down the center of the bust to the waist. The dress has a side opening with hook-n-eye closures. The back has gathered fabric that hangs with a knot at the base. The dress is unlined. The metal threads are rough to the touch on the outside, but the dress is softer inside. The hem is longer on one side. 

CONDITION: The dress is in fair condition.

The shoulders have been taken up and are now crooked.  The draped piece on the back keeps turning inside out.
The base of the side opening has a 3 inch tear. Near it is an old 1x2 inch repair. In front of that is a larger 2-1/2 x 4 inch repair.
There are multiple scattered holes over the dress from 1/4 inch to 1 inch in size.
There are areas where the silver thread is worn. , under the arms and on the skirt.
The fabric is worn off of the buckle on the matching belt.
There is a 2 inch area on the waist that needs to be sewn. Part of the waist looks like it was already resewn by hand.
