Vintage 1930s Sheer Gown Pale Blue Crepe Silk with Tiered Skirt, 34 bust, issues

ERA: True vintage item from the late 1920s to the early 1930s
MEASUREMENTS: The gown is 51 inches long, 38 inches around the bust, best suited to fit a 34 inch bust, 33-1/2 inches around waist, about 38 inches around hips
MATERIAL: creped silk chiffon
LABEL: none
Pale blue, slightly aqua, gown that is all sheer creped silk chiffon. Pullover with loose slightly dropped waist. Tiered skirt with 2 layers and full bottom. The dress is unlined. It looks like it had a side opening with 1 hook, but that has been sewn shut.

CONDITION: The dress is in good condition. There is light discolor and color loss under both arms.
There are several spots in the skirt seams that are frayed open and need to be resewn, about 6-8 of them which are 1 to 2 inches long.
There is a 4 inch tear alongside of a seam on the upper tier of the dress.
There are some light brown spots on the bodice.
A few small scattered holes, 1/4 inch and under.

The only delicate areas of the dress is under each arm, where the fabric is discolored. I don't know if you could lower the armholes to remove that fabric.
The rest of the dress feels strong. The openings along the seams should be no problem to repair.
There is a tear on the under-layer of the dress from the hem up a few inches. It can be repaired like the others, but this tear looks like it happened because that bottom section is narrow for walking. The tear should probably be turned into a slit for easier movement.
